
WEEKLY SUMMARY OF ANI: a former SIS director and a vice-pretor of Chisinau Municipality targeted in ANI controls, a prosecutor was sanctioned
Between 28-31 December 2020 and 04-06 January 2021, the National Integrity Authority (ANI) initiated the control of the assets of a former director of the Security and Intelligence Service of the Republic of Moldova. Another control, for non-compliance with the legal regime of conflicts of interest, was initiated on the vice-pretor of the Ciocana sector of Chisinau Municipality. The assets control procedures also include a head of department within the General Staff of the National Army, a former head of the Construction Department of the Rascani District Council and a high school principal from the capital.
The deputy mayor of Edinet is being checked by the integrity inspectors for a possible conflict of interests. Also, a councilor from the Porumbeni Council, Cimișlia district, the secretary of the Maximovca Council, Anenii Noi district, the director of a high school in the capital suburb and the director of a kindergarten in Cantemir district are in the verification procedures for admitting conflicts of interest.
The integrity inspectors also included the mayor of Floreni village in Anenii Noi district, but also an inspector from the Customs Service of the Republic of Moldova, a councilor from Singera, Chisinau Municipality, a local councilor from Vertiujeni village, Floresti district and a civil servant from the District Council of Ocnita. They are checked for breaches of the legal regime of incompatibilities.
The integrity inspectors issued four proocols regarding the contravention with fines of the total amount of 5000 lei. A protocol of the contravention was issued on the name of a mayor from Ialoveni district for not solving the state of incompatibility within the legal term. Also, a prosecutor from the Cahul Prosecutor's Office and a patrol non-commissioned officer were sanctioned for the late submission of the declaration of assets and personal interests. At the same time, a lawyer from a bank in the capital was fined for obstructing ANI's activity.
The Integrity Inspectorate issued nine acts of finding. These documents include the mayor of Basarabeasca, the director of the Nisporeni district hospital, an inspector from the Customs Service, the director of “Apa Canal” from Ungheni, a mayor from Rezina district and other subjects of the declaration.
ANI issued 12 Certificates of Integrity, which were requested by the Ministry of Health, Labor and Social Protection and the State Agency for Intellectual Property. Through the "e-Integrity" system, 26 notifications were distributed.
ANI representatives answered 213 phone calls, of which 26 to the Institutional Line.
